What Is Truckers General Liability Insurance? (And What It's NOT)

A clear definition of truckers general liability — the non-auto liability side of trucking — and the coverages it is commonly confused with but doesn't replace.

What Is Truckers General Liability Insurance? (And What It's NOT)

If you've shopped trucking insurance, you've seen the term "general liability" used loosely — sometimes attached to your truck, sometimes to your business, sometimes to the cargo. That confusion is expensive. Truckers General Liability (TGL) is a specific policy for a specific exposure, and knowing exactly what it is (and isn't) is the difference between a covered claim and a denied one.

The short answer

Truckers General Liability covers the non-auto liability exposures of a trucking operation — the things that happen off the highway, at your terminal, your loading docks, and on a shipper's or receiver's premises. It does not cover the truck on the road, the freight in the trailer, or damage to your own equipment.

What truckers general liability covers

TGL is the business liability policy for the operation around the trucks. It typically covers:

  • Premises and terminal liability — injury and damage at your trucking terminal, yard, and office
  • Loading-dock operations — liability from loading and unloading
  • Shipper/receiver premises — coverage while your crew operates on a customer's property
  • Completed operations — claims that arise after a job is finished
  • Products liability — harm from products or materials that pass through your operation
  • Personal and advertising injury — certain business and advertising liability claims

For motor carriers with facilities, it pairs with truckers pollution and warehouse legal liability to cover the terminal itself.

What truckers general liability is NOT

This is where most confusion lives. TGL does not cover:

  • The truck on the road — that's primary auto liability (federally required, often with an MCS-90 filing)
  • Damage to your own truck — that's physical damage (collision and comprehensive)
  • The freight you haul — that's motor truck cargo
  • Off-duty owner-operator liability — that's non-trucking liability or bobtail
  • Fuel and chemical spills — that's truckers pollution liability (standard GL excludes pollution)
  • Your employees' injuries — that's workers' compensation

Each of these is a separate policy. Lumping them together under "truckers GL" is how carriers and owner-operators end up uninsured in exactly the place they assumed they were covered.

Why the distinction matters

Here's a real-world version of the gap. A motor carrier carries a full auto program — primary liability, physical damage, cargo — and assumes their "liability" is handled. A visitor slips in the terminal yard and sues. The auto policy doesn't respond (no truck in motion). There's no TGL. The claim falls on the company directly.

That's the exposure TGL exists to cover — and it's the one most often skipped because buyers assume their auto policy handles "everything."

Who needs truckers general liability

  • Motor carriers operating under their own authority
  • Leased-on owner-operators (often required by the carrier's lease)
  • Freight brokers and 3PLs with operations and premises exposure
  • Trucking terminals and cross-docks
  • Fleets of any size with a yard, office, or dock

How much does it cost?

A small motor carrier or owner-operator commonly pays $1,000–$3,500 per year for a $1M TGL policy, rated on gross receipts or units plus claims history. Fleets and terminal operators scale higher. Auto is typically the largest line in a trucking program; TGL is comparatively affordable — and it covers the exposure that auto doesn't.

The takeaway

Truckers General Liability is the non-auto liability side of trucking — terminal, dock, premises, completed operations, and products. It is not auto liability, physical damage, cargo, bobtail, pollution, or workers' comp, and it doesn't replace any of them. Knowing the line is the first step to being actually covered.
